Interaction Fame Fix

Some interactions can grant fame points under the right circumstances, like kissing a famous sim in a public place.

There are checks in place to prevent this behavior in residential lots, as expected, but the checks overlook other non-public lots such as rentals and penthouses.

This mod fixes these checks and prevents interactions from granting fame in any lot that can be considered a private lot.
