Repo Notification Fix

Fixes infants, toddlers and children from being chosen as the recipient of a repo situation.

In a vanilla game, when sims don't pay their bills for too long, a repo situation is started. Sims of any age can be chosen to "host" this situation.

While this has no gameplay effect, it looks wrong to see the repo person refer to a toddler or child as the homeowner in notifications.

This mod fixes that by checking a sim is aged teen or up before selecting them as a situation host.
